Add free short code 455677 for Canada Carrier Freedom Mobile

Freedom Mobile  uses this short code for VVM activation, and currently it shows a warning that charges may be incurred.
This short code does not actually incur charges for the user, so it can be added to the Free list.

Test: Validation with local and AOSP environment completed
