API Review: add `UNBOND` in `EXTRA_REASON` name

> Can you make EXTRA_REASON an 'unsupported app usage' alias for
> EXTRA_UNBOUND_REASON (which is in the public API)?
> And add a max target SDK to the @UnsupportedAppUsage annotation.
