This re-terms the 'lockscreen disabled' state to be 'keyguard suppressed', which more accurately describes the interaction between 'keyguard enabled' and 'lockscreen disabled'. This also separates the timing of querying the suppression state into individual interactors, since the timing is important for expected behavior but varies depending on the use case.
