Move the APIs to framework subfolder in order to align with module 

In order to make the copy process to mainline module easy, structure
the telecom/ subfolder to match what the mainline module will look
like. This will allow for easier copying later.

Flag: build.RELEASE_TELECOM_MAINLINE_MODULE
Bug: 40050368
Test: compile + run update-api to ensure nothing functionally has changed
