Update toggle-test.py

* Rename toggle_test.py to toggle-test.py
* Extract common functionality into ravenlib.py for future script usage
* Update test result CSV parser to be compatible with the new format
  that includes method-level results
* Fix a bug in RavenwoodTestStats.java
* Remove outdated script
