Ensure item always takes up required size 

Fixes issue where outline doesn't appear at the correct size when
dragging new items into the grid.

Fixes: 372564795
Flag: EXEMPT bugfix
Test: turned off widget resizing and verified adding widgets into the
grid reserve the correct size
