Refine NFC charging APIs

- rename WlcLDeviceInfo to WlcListenerDeviceInfo
- add javadoc for methods in WlcListenerDeviceInfo
- use IntDef for WlcListenerDeviceInfo#getState
- change productId from double to int
- rename enableWlc to setWlcEnabled
