Allowing to open an existing non-bubble Task to Bubble

This is possible when starting a singleTask or singleInstance
activity.

The TaskViewTransitions is used to handle TRANSIT_OPEN only.
Now it also handle the case when an existing Task is brought
to front and becomes a Bubble.
