Move some binder stub methods back to max-sdk-o list. 

These APIs were (presumably accidentally) moved to the greylist in
commit 80e6ac7d. They have been present in both hiddenapi-greylist.txt
and hiddenapi-greylist-max-o.txt since then.

We should not make greylist APIs less restrictive between letter
releases as this makes the situation confusing for developers.
