Disable Wi-Fi restore on Wear

Wi-Fi restore in OOBE has caused various bugs (example bugs:
b/276411509, b/269598544, b/275068574, b/276410129).

Also, Wi-Fi credentials are already synced from phone to watch after
OOBE, so it isn't sorely needed.

Test: manually flashed to watch, restoreNewWifiConfigData() and
restoreNetworkPolicies() not called
