Force the volume seekbar to LTR, since it's rotated and will be upside-down in RTL if we don't. 

The volume seekbar contains no text, so this is fine.

Test: change phone to hebrew, see that it's not upside down, get stuck figuring out how to get back to language settings, figure it out, switch to english, see that it's also not upside down
