Add stream status in vendor parameters 

When HAL calls onStreamStatusChange, the picture profile we send to the
HAL doesn't have a flag to indicate this profile is for the new stream
status. When HAL receives many picture profiles, it might get confused
on using which picture profile. Added stream status information to the
picture parameter so that HAL doesn't get confuse.
