Prevent task being launched on a TaskDisplayArea where shouldKeepNoTask

When a display that allows content mode switch starts mirroring, all
tasks on it will be removed, and its TaskDisplayArea will be set as
shouldKeepNoTask() to true. This CL prevents task being on such a
TaskDisplayArea.
