Remove remaining UserLifecycleListener deps from IMMS utils

With this CL, the dependency on UserLifecycleListener will be fully
migrated into

  InputMethodManagerService.Lifecycle

so that future readers can find various user-related callbacks in one
place.

The observable semantics should remain unchanged.
