Update javadoc of PROPERTY_SATELLITE_DATA_OPTIMIZED

The value of PROPERTY_SATELLITE_DATA_OPTIMIZED should be set to
package-name of the application instead of boolean true.

All the applications that has this property set in their manifest are
considered to be optimized for low bandwidth satellite data.
