Grant CPU_TIME during service bringup and teardown

Always keep the process unfrozen to complete the bringup and teardown of
a service, regardless of the state of the client or caller. This allows
us to avoid complicated stalled conditions where the state is incomplete
and the caller or the system may be waiting for it.
