AudioRecordingConfiguration: report more info about active use case

Report more information in onRecordingConfigChanged() callback and
AudioRecordingConfiguration:
    - For client:
      - Port ID (package private)
      - Enabled effects
      - Silenced by policy
    - For stream:
      - Active effects
      - Active audio source
