Add PhoneSubInfo.getCompleteVoiceMailNumber. 

PhoneSubInfo.getVoiceMailNumber now returns only the network
portion of the voicemail number. Use the new method
PhoneSubInfo.getCompleteVoiceMailNumber to get the netowrk
portion and the post dial portion.
