Fix access check to check permission owner as target

The access service enforce the access permission based on the permission
owner. This is already done in the rest of AppFunctionManagerServiceImpl
but need to update CallerValidatorImpl as well.

Flag: android.permission.flags.app_function_access_api_enabled
