Use activity rotation if hasFixedRotationTransform and letterboxed 

Display rotation on task level and display level is mismatched with
letterboxed bounds if hasFixedRotationTransform is true. This causes
landscape app with fixed aspect ratio letterboxing to start in size
compat mode.
