[PM Archive] Fix arhcive send ACTION_UID_REMOVED issue and NPE

- Add package name in the archive case when send ACTION_UID_REMOVED to
  avoid triggering AppOpsService#resetAllModes for all uids
- Use TextUtils#equals() to avoid NPE

Test: atest ArchiveTest in both multi-user and single user
