Initialize device entry bg view to 0 alpha 

On devices without UDFPS, the bgView is briefly visible before it
disappears. This change ensures that the alpha is initialized to 0, and
then can be shown by DeviceEntryIconViewBinder if needed.

Test: crashed systemui and verified icon no longer flashes briefly
during sysui startup
