p2p: WiFi Direct API for Group Creation 

new createGroup API accepts the configuration built by
WifiP2pConfig#Builder to create a group.

Bug: 64695709
Test: manual test
      * create a group with pre-defined configuration.
      * join it as new Group Client.
      * join it as legacy Wi-Fi STAs.
Test: Unit tests - atest frameworks/opt/net/wifi/tests/wifitests
