[1/3] VDM Activity control APIs

 - Add a new onActivityBlocked API to ActivityListeners

 - Do not launch the BlockedAppStreamingActivity if it already failed
   to launch to avoid infinite loop.

 - Cleanup unused pip callback from GWPC
