[MQ] Change onPictureProfileUpdate behavior

Currently the framework notifies the HAL about all the picture profiles
that gets updated. But the HAL doesn't need all the picture profiles.
So create a set to maintain all the picture profile handle HAL needs,
only notify the HAL in updatePictureProfile for the profiles in the set.
