WebView: fix SafeBrowsingResponse javadocs 

Docs change only.

This fixes javadoc errors in SafeBrowsingResponse.java:

 * Typo: capital "B" in "onSafeBrowsingHit"
 * Add full package names
 * Add parameter lists to all linked methods

Test: make update-api and check javadocs manually
