cec: send message callback may not be called [1/1]

Problem:
When playback device goes to sleep with reception of message
<Standby>, the wake lock can't be released instantly but after
timeout 5 seconds. The root cause is that the send message callback
is not called for all priviledaged routing messages which
are sent with retries if the transmission result is SUCCESS.

Solution:
Call the send message callback when the transmission result
is SUCCESS.
