Add flag for fixing Avalanche HUN replacement when critical HUN arrives

The existing behavior: FSI and Remote Input activated HUNs are never
replaced by another HUN.
Behavior wanted: any HUN can be replaced by critical HUNs (FSI and
incoming calls)
