Revert "Do not require the backupAgent manifest property to set some other backup flags" 

This reverts commit f823de97.

Reason for revert: DroidMonitor: Potential culprit for http://b/416275484 - verifying through ABTD before revert submission. This is part of the standard investigation process, and does not mean your CL will be reverted.
