KernelWakelockReader: reuse buffer when parsing 

Eliminates 32 kb buffer allocation every time readKernelWakelockStats()
is called.

Test: atest FrameworksCoreTests:KernelWakelockReaderTest
Test: "dumpsys batterystats --checkin" contains kernel wake lock
information.
