Cleanup: Apply code style to TimeZoneDetectorStrategyImpl and its test.

This change applies formatting to `TimeZoneDetectorStrategyImpl.java`
and `TimeZoneDetectorStrategyImplTest.java`. The changes are purely
cosmetic and include adjustments to line wrapping, annotation placement,
and indentation.
