Change permissionLevel of ACCESS_SHORTCUTS and UNLIMITED_SHORTCUTS_API_CALLS 

ACCESS_SHORTCUTS and UNLIMITED_SHORTCUTS_API_CALLS should be granted to
an app predictor rather than a text classifier.
