Set note-task long label for better talkback

* Set long label, including notes role holder app's name.
* Talkback reads ShortcutInfo#longLabel if specified, which will ensure
 the app's label include the app's name if used with talkback.
* Heads-up: launcher shows long label instead of the short label when it
 has enough space.
