Deprecate screen brightness boost detection. 

Deprecated:
PowerManager#isScreenBrightnessBoosted
ACTION_SCREEN_BRIGHTNESS_BOOST_CHANGED

Bug: 62348163
Test: isScreenBrightnessBoosted should return false.
