Update code guarded by bubble anything / bubble to fullscreen

* Anything guarded by enableBubbleAnything should be guarded by
  enableCreateAnyBubble via the helper class method
* Anything guarded by enableBubbleToFullscreen should use the helper class
  instead

Flag: com.android.wm.shell.enable_create_any_bubble
Test: manual - enable the create flag and check that bubble anything still
               works; same with bubble anything flag
