[PreVerifiedDomains] add more tests to PackageManagerServiceTests

These tests were originally added in CTS but we decided to move them out
because they cannot be run on non-ENG builds (ag/26150410). This CL
adds them to PackageManagerServiceTests to increase the API test
coverage.
