Fix insufficient contrast ratio for Hearing devices icon 

Root cause: Bluetooth and Hearing devices qs dialog have hearing devices
icon but the color contrast is insufficient

Solution: Set tint to colorControlNormal in drawable

Fix: 331534311
Test: change light/dark theme and check UI
