Add a config to allow OEMs to disable camera compat simulate requested orientation treatment.

Also rename "freeform" -> "simulate requested orientation" as this is the new, future-proof name for this camera compat treatment.
Disambiguate between force-rotate treatment for fullscreen and any camera compat treatment.
