Move API to be used in MODULE_LIBRARY

This API is being added to support ondeviceintelligence feature which is now being moved to be shipped as mainline-module.

BIND_FOREGROUND_SERVICE is used in OnDeviceIntelligenceManagerService to bind to remote inference service.
