Remove mHasFeature checks for time zone DPMS APIs

Fix android.devicepolicy.cts.TimeTest to run with disabled
device_admin feature.
Remove mHasFeature checks from the next APIs:
* getAutoTimeEnabled
* getAutoTimePolicy
* getAutoTimeZoneEnabled
* setAutoTimeZonePolicy
* getAutoTimeZonePolicy
