Fix UI disappear even if add locale with numbering systems 

 - When user add a locale with multiple numbering systems to system
   language list, it shall show numbering system UI in Regional
   preferences UI. This fix is to add numbering system information to
   LocaleInfo data to tell caller the correct numbering system message.
