Merge changes from topic "stop-leaked-animators" into tm-dev

* changes:
  Use System Property to Control Animator Pausing
  Disable debug logging in AnimationHandler
  Allow system to disable behavior of pausing animators for bg apps
  Pause animators when app is not visible
