Tap to wake up dreaming for lockscreen hosted dream

This reverts the revert I44bae6b132d699c997a0057070b087a521e0d004.

Added a gesture detector to handle tap on NotificationShadeWindowView
and wake up dreaming when the active dream is hosted in lockscreen.
