Add the LoudnessCodecApi tests to presubmit 

Wrongfully added with ag/25575058 a new presubmit tag for the new
LoudnessCodec tests. This was reverted. Merged with the existing
presubmit tests

Test: presubmit & atest LoudnessCodecApiTest
