cec: request current active source first when boot up [1/1]

Problem:
When TV shutdown and is woken up by a playback device, it
broadcasts its own active source first and then request
the current active source from the system. This behavior
prevents the TV from switching to the playback device's
channel.

Solution:
TV requests current active source before broadcasting its
own active source when woken up by playback device.
