[AOA FFS Implementation] Update accessory mode negotiation

This patch allows the native code to communicate the accessory mode
negotiation state based on control requests seen by the vendor control
request monitor. It will also trigger the relevant actions for
UsbDeviceManager to take when entering into accessory mode, including
updating the broadcast intents and resetting handshake timeouts.
