Add new Mainline update compilation reason to ART Service conversion

Test: adb shell pm install --apex \
        /data/apex/decompressed/com.android.art@990090000.decompressed.apex
      adb reboot
  with dalvik.vm.useartservice=true, and check that boot compilation
  doesn't fail with "Invalid compilation reason 13"
