Allow COPE admin to control screen configuration 

Allow COPE admin to change screen configurations via
DPM.setSystemSetting and block user changes with
DISALLOW_CONFIG_BRIGHTNESS and DISALLOW_CONFIG_SCREEN_TIMEOUT
