Refactor Traceur's TraceStart code to accept a TraceType.

This parcelable object will allow SystemUI to both send over custom and
preset trace configurations via the same pathway. The Preset
TraceConfigs can be defined inside the traceur_common library, which
clients can depend upon to use the preset values.
