Revert "Add feature ids to system server services that requset location." 

This reverts commit edd19814.

Reason for revert: Broke git_master mainline_modules.

out/soong/.intermediates/frameworks/base/core/res/framework-res/android_common/manifest_fixer/AndroidManifest.xml:4044: error: unexpected element <feature> found in <manifest>.
